A convicted sex offender will be subjected to total castration in place of 21 years jail for rape of adult and life imprisonment for minor defilement following the bill passed by the state house of assembly on Thursday, 10th of September.
In a bid to curtail the high rate of rape in the state, the Kaduna state house of assembly said the bill is to recommend surgical castration of any male found guilty of sexual offence in the state.
The house of Assembly approve the bill on Thursday, 8 September 2020 in addition to penal law 2017, which provides 21 years of imprisonment for rape of an adult and life imprisonment in the case of a child.
This was made known by the leader Kaduna State House of Assembly through his twitter handle at the late hours of Thursday.
The tweet reads; “A bill to amend the Kaduna State Penal Court Law No.5 of 2017 has yesterday 09/09/2020 been pass into Law by @Kadlegislature. The Bill Recommend total castration for Rapist in the State”
The law is not clear if there’s provision against female sexual offender.
Meanwhile, Kaduna State, becomes the first state to introduce such bill, which will become a law in the state once the governor of Kaduna state, Nasir el- Rufai puts down his signature.
